If the vacuum is still hard to push, tilt it back far enough that you can inspect the moving brush while the vacuum is running. Be careful to avoid getting too close to the moving parts. If you see that the brush is not turning, that means you will need to replace the brush belt.
Make sure the battery is fully charged, with the vacuum turned off while charging. After many cycles of use or after intense wear, the battery may lose charge over time or wont function at all. Contact Black and Decker for warranty coverage or replace the battery(!!!

There are two motor actions with this vacuum, 1) the vacuum suction, and 2) the beater bar. The action of the beater bar is that motor is supposed to automatically shut off when the handle is in the complete vertical position assuming the vacuum is stationary, but then turn on when the handle is tilted toward the floor, assuming the vacuum is moving back and forth.

Normally when the motor is easily moved back and forth means that it have a proper lubrication,proper alignment and no clogs.
When the motor and the belt is OK the problem could be on electrical wiring and switch.
If found electrical switch burned out you need to replaced it because when the switch is burn the contact of that switch is open even you turn it ON.that’s why the motor is not function because the voltage is not pass through the circuit because of open switch.You need to replaced it.
And check some fuses if any and other burned electrical wire.Replaced it also.

I removed the plate that holds the cam in place (6 torx screws) to gain access to the rocker tabs, although in hind sight I could have probably just left it in place. It doesn’t matter how you set the cam back into place. It’s self aligning with the aid of the micro-switches inside.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Even though the belt looks fine it does stretch out and then it will not spin the brushroll @ the speed it is supposed to spin, there are 2 or 3 things to check. #1. The brushroll has be turning or spinning freely without the belt being on the unit. #2. The motor pulley has to be spinning freely as well #3. The belt needs to be changed every 4 to 6 months for the best cleaning and to store the extras belts in a Ziploc bag in the refrigerator. I am not sure what the brand name of the central vac is, and maybe next time you can include the brand name and model #.
