What`s happening with your vacuum cleaner is that a clog has built up and debris being agitated by the roller is spitting out or stirring up dust without sucking it in.
Check to make sure the Vacuum Suction Knob is turned towards “Floor Suction.” Or there could be large debris clogging the brush roll rotation. Your dirt container may not be seated properly or may be full. Press the Tank Release button and remove.

Manual vacuums

In 1860 a manual vacuum cleaner was invented by Daniel Hess of West Union, Iowa. Called a “carpet sweeper”, It gathered dust with a rotating brush and had a bellows for generating suction.

Both sweeping and vacuuming efficiently remove dirt and debris from the floor, but there are differences. Vacuuming picks up more dust than sweeping, but sweeping cleans up more quickly than vacuuming.

The two main indicators to determine vacuum power performance are water lift and airflow. The water lift is measured in mmH2O, mbar or kPa. It represents the suction force and is the reference parameter for vacuuming liquids and heavy materials. The airflow is measured in m3/h or in l/s.
The most common problems found in vacuum cleaners are low suction force, excessive noise, burning smell, vacuum not turn on, and overheating. These issues can be fixed by either cleaning the device or replacing some parts of the device. At times, it is best to seek a professional to fix the cleaner effectively.
Putting in the incorrect amount of oil, putting in the wrong type of oil, and oil contamination can all cause the pump to not reach full vacuum. For this reason, you must check the oil regularly to ensure that it is not only clean, but also properly filled.
To power on the machine, step on the red Power Switch Pedal located on the back of the vacuum by the bottom. If there is still no power, unplug your machine from the wall. Check the entire length of the power cord, and discontinue use if there is any damage.

ANSWER : Dust flying out of the sweeper indicates that their is a blockage in the pathway that the dirt normally travels to get into the dirt collection chamber. .Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me that the unit you have may have to be vented outside as I am not familiar with this particular unit, or it could very well be that it is missing a filter or the filter you have inside already is shot and is in need of replacement or on some central vacs there are paper filter that go over the cloth type filter. Again, I am not familiar with this older unit but feel free to contact the Electrolux Factory or Manufacturer and give them the model # and the serial # for the unit and they will have a breakdown of if it should be vented and what type of filtration it should be using.
