Looks like a common fault with this particular model judging by the number of complaints on the web.
.Take it to your local vacuum repair shop and they should be able to fix it for a nominal fee.

This fixed mine right up.
It was not working well at ALL, so i opened it up, cleaned it all, and now it’s sucking like it was new.

If your DC08 doesn’t seem to be picking up as well as usual, there may be a blockage in the machine. The filter may also need a wash.
The easiest way to locate and remove any blockages is to follow the steps shown in our online support guide:
In normal use, the filter needs to be washed at least once every 3-6 months, as shown in the video below. Use cold water without detergent, and allow at least 12 hours for the filter to dry completely before replacing it.

If you are referring to the cyclone top and bin assembly, once removed from the machine, there is a button at the base of the handle that has Dyson written on it that you press and pull the cyclone top and bin apart to empty it.
